C2P2 Team

Underserved and developing communities need help to improve their quality of life. Communities often lack the technical knowledge and skills needed to go after critical resources. The C2P2 Team assists these communities by seeking and coordinating technical assistance from colleges, universities and partners, based on the communities’ self-identified issues. We do not tell communities what help we will provide; we ask what help they need.

Michael W Burns

Mr. Burns is an experienced senior advisor with outstanding skills in developing collaborative partnerships, strategic negotiations, government, environmental awareness, and policy analysis. Mr. Burns has vast experience with leadership within local, regional, and national level organizations addressing a diversity of issues. He is an outstanding and creative problem solver with an extroverted, intuitive personality. Mr. Burns has served as a successful program and project management professional and is a graduate of the United States Naval Academy. His focus is on helping those in need by providing a variety of technical support actions through voluntary collaborations.

Grandvial Quick, Project Manger (grandvial.quick@c2p2works.com)

A native of Fort Benning, Georgia, Grandvial has had a long and distinguished career. He attended Xavier University of Louisiana where he received a BA degree in Political Science and was a distinguished military graduate of the Loyola ROTC program. He later received a MA degree in Business Management from Central Michigan University. Lieutenant Colonel (retired) Quick served 20 years on active duty with the U.S. Army.

Upon retiring, Grandvial worked in the field of education. He is a former instructor and administrator in the JROTC Department of Atlanta Public Schools District and Gwinnett County Public Schools.

Grandvial and his wife have two children and two grandchildren. He was selected as an Outstanding Young Man of America and has served as a member of the selection committee for Youth Challenge. He is a member of Alpha Phi Alpha Fraternity.

Bill Ellis, Program Manager/IT Support/Data Manager (bill.ellis@c2p2works.com)

Bill is a southern gentleman raised in South Georgia. He served as a NCO in the US Navy managing personnel, production, quality, and records for a specific technical inventory. After leaving the military, Bill tried his hand a various construction and repair occupations before securing a position in facility management with the National Park Service.

Bill returned to college during his NPS career and completed a BS in Business Administration/ Management with highest honors. Also during his NPS career, Bill served, and continues to serve, in various capacities from being a detailed employee to providing behind the scene support for the College Underserved Communities Partnership Program (CUPP), now better known as the Community and College Partners Program or C2P2.

Bill is a proud father, step-father, and mentor, and has 13 grandchildren. He continues to serve as a program manager for the NPS and to support C2P2.
